A former employee at a Tacoma shelter for juveniles and young adults has been arrested and charged with sexually assaulting a 6-month-old girl in 2023 after police received a tip from the FBI’s Missing and Exploited Children’s Task Force.
William Flournoy, IV, who goes by the name Izzy, is charged with first-degree rape of a child and sexual exploitation of a minor after allegedly assaulting the infant in her care. In a separate case, Flournoy, 25, is also charged with possession of depictions of children engaged in sexually explicit conduct. Flournoy’s bail is set at $1 million.
The arrest raises questions about background check procedures and screening protocols at facilities that house vulnerable children and young adults. Authorities have not disclosed whether the alleged assault occurred at the shelter or elsewhere, or how long Flournoy worked at the facility before the investigation began.
The FBI’s involvement through the Missing and Exploited Children’s Task Force suggests the case may involve digital evidence or interstate elements that brought it to federal attention before local prosecution. Police have not indicated whether they are investigating additional potential victims.
