Crime Stoppers of Puget Sound has significantly raised the reward for tips leading to the arrest of a suspect in a fatal shooting in Federal Way, thanks to a contribution from an anonymous donor.
Investigators say 20-year-old Hamse Elbi was shot while standing in his driveway on February 1 near 9th Avenue South and South 310th Place. He was critically injured, transported to Harborview Medical Center, and died shortly afterward.
Despite a K9 search, canvassing the area, and speaking with bystanders, police have yet to identify a suspect, determine a motive, or find any witnesses. Jim Fuda, executive director of Crime Stoppers of Puget Sound, noted that there is often someone who knows the truth but hesitates to speak up. He explained that the Crime Stoppers system allows people to pass along information anonymously, which can help overcome fears of retaliation.
The organization initially offered up to $1,000 for tips leading to an arrest and charges. That reward has now grown to $11,000 after the donor added $10,000. Authorities hope the increased amount will encourage someone close to the suspect to come forward.
Fuda said the goal is to “turn some allegiances” and make it more likely that the person with information will call in a tip, knowing they can remain anonymous and still receive the full reward if the case is solved.
