A 23-year-old Las Vegas man faces first-degree murder charges in connection with a Kent parking lot shooting that allegedly occurred two weeks before he fled police at 130 miles per hour on SR-18, causing a crash that killed two people including a four-year-old girl who died from her injuries on Monday night.

Robert Bernard Ousley is charged with first-degree murder and second-degree unlawful possession of a firearm. Prosecutors are seeking $10 million bail. His arraignment is scheduled for 22 June.

Kent police officers arrived at the Chandlers Bay Apartments at approximately 3:59 a.m. on 24 May after callers reported gunfire, finding a man on the ground with nine gunshot wounds to his back. Medics declared him dead at 4:18 a.m. Investigators believe the killing was an act of gang-related retaliation.

According to a witness, the victim had asked friends of Ousley’s for a ride home after a night out at Xtadium in Seattle. When they arrived at the victim’s apartment complex, Ousley allegedly got out of the car, walked to the trunk, and shot the victim through the back of the vehicle. The witness told police Ousley then got back in the car, told them to drive, and said the victim had killed one of his friends two years earlier. He also allegedly threatened at gunpoint to kill the witnesses if they told anyone what happened.

Investigators believe the key eyewitness to the shooting was one of the people killed in the subsequent crash on 4 June, and that Ousley was among the survivors.

The crash occurred when a Washington State Patrol trooper spotted a sedan traveling at 130 miles per hour near the interchange of State Route 167 and State Route 18. The trooper caught up to the vehicle near the ramp to Interstate 5, where the sedan struck a guardrail with such force that a section of the guardrail was thrown entirely across the off-ramp, landing on top of an opposing rail. Two people were killed and two others were hospitalised, including a four-year-old girl. Authorities confirmed the child died from her injuries on Monday night.

Detectives interviewed Ousley in hospital, where he denied involvement in the shooting. He claimed strangers had been harassing him and accusing him of killing someone. He later told investigators he believed he was in a “pretty f**ked up predicament” and was unsure where he could “help or hurt himself.” He claimed to have no memory of the events described by witnesses, telling a detective: “You’re saying I was there that night. I don’t recall.”
