Seattle Man Sentenced to 30 Years for Conspiring to Kidnap and Sexually Abuse Children in Vietnam

A former Seattle resident has been sentenced to 30 years in prison for his involvement in a scheme to kidnap and sexually abuse children in Vietnam, concluding a case that highlighted international collaboration in combating child exploitation crimes.

Richard Stanley Maness Jr., 38, was convicted in August 2025 of two federal felonies related to producing child sexual abuse imagery.

According to prosecutors, Maness conspired with a Vietnamese woman to kidnap children and record their sexual assault, and planned to travel to Vietnam for further criminal activities.

The case unravelled when law enforcement in Vietnam rescued two young sisters who had been kidnapped in April 2024. The children were taken to an Airbnb rented by Maness, where his female co-conspirator carried out his directives.

Messages between Maness and the co-conspirator documented the abuse, with images sent to Maness over the internet.

Maness was arrested in Seattle after Vietnamese authorities alerted Homeland Security Investigations.

US District Judge Richard A. Jones, during the sentencing hearing, highlighted the impact on the young victims, aged 4 and 7, stating, “These victims were not candy in a dish for you to take out the one you liked. In the mind of that 7-year-old, you were a monster directing the pain she suffered.”

Prosecutors described Maness’s actions as “monstrous,” noting his refusal to accept responsibility. They argued for a lengthy sentence to mitigate the threat he poses to children. Judge Jones also imposed 20 years of supervised release following Maness’s prison term.

US Attorney Neil Floyd underscored the importance of the sentence in protecting children, both domestically and internationally. “In recommending this 30-year prison sentence, our office is doing everything it can to protect innocent children here and overseas. Mr. Maness remains a danger, unable to accept the harm he has done,” Floyd stated.

Attorneys indicated that despite his conviction, Maness continues to claim innocence, a stance the jury and judge dismissed as fabricated.

The investigation was a collaborative effort between Homeland Security Investigations and the Vietnamese Ministry of Public Security.

Maness’s use of a Vietnamese co-conspirator to kidnap children and carry out assaults he orchestrated through digital communications whilst remaining in Seattle demonstrates how technology enables predators to commit crimes without physical presence at the scene.

The April 2024 kidnapping of two young sisters, aged 4 and 7, who were taken to an Airbnb rented by Maness specifically for abuse purposes, reveals the level of planning and premeditation involved in Maness’s crimes. The use of short-term rental properties for criminal activities creates challenges for platforms like Airbnb that must balance privacy protections for legitimate renters with preventing exploitation of their services for criminal purposes.

The digital evidence trail of messages and images exchanged between Maness and his co-conspirator provided prosecutors with documentation of the conspiracy and abuse that proved crucial to securing conviction. These electronic communications, whilst serving investigative purposes, also represent additional victimisation as the images constitute child sexual abuse material that may circulate indefinitely on the internet, creating ongoing trauma for victims who must live with knowledge that documentation of their abuse exists.

The rescue of the two sisters by Vietnamese law enforcement before Maness could travel to Vietnam and personally carry out additional planned abuse prevented potentially even more severe victimisation. The fact that Maness was planning to travel to Vietnam suggests his crimes would have escalated beyond remote direction of abuse to hands-on assault, making the intervention particularly crucial.
