More than 40 massage businesses have been temporarily closed across unincorporated Pierce County following a sweep of inspections that uncovered a range of fire, life safety, and building code violations at the majority of establishments visited this week.
The Pierce County Fire Prevention Bureau and county code enforcement staff inspected 51 businesses on Tuesday, acting on community reports and concerns about safety conditions at commercial properties. Of those inspected, 45 were temporarily closed pending corrections. Officials were clear that the inspections were not part of a law enforcement operation and that no criminal investigations are underway. Businesses that have been closed can reopen once violations are corrected and compliance is verified.
The closures were spread across multiple communities in unincorporated Pierce County. Seventeen businesses were shut down in Tacoma, ten in Puyallup, eight in Spanaway, five in Graham, three in Parkland, and two in South Hill.

Inspectors identified a wide range of violations across the affected businesses. Among the most common issues were operating without a valid Certificate of Occupancy, blocked or obstructed emergency exits, inadequate or non-functioning emergency lighting, and improper use of cooking or heating equipment in non-approved areas. Inspectors also found unpermitted electrical, plumbing, and mechanical work, improper storage of fire pits, and in some cases businesses being used as unauthorised dwelling units.
Fire Marshal Ken Rice said the inspections were fundamentally about protecting people, not punishing businesses. “When buildings are not used safely, it puts real people at risk,” Rice said. “Our job is to make sure those spaces are safe and to help bring them back into compliance as quickly as possible.” County officials said they are coordinating with community partners to connect individuals at affected locations with available resources, and noted that many property owners contacted during the process have been cooperative, with several already pursuing the necessary permits to come back into compliance.
