The Tacoma City Council unanimously approved $30,000 Tuesday to expand HIV and sexually transmitted infection self-testing for LGBTQ+ youth in Pierce County.
The council adopted Resolution 41859, directing funds from the Council Contingency Fund to the Oasis Youth Center. The money will support on-demand, staff-guided HIV and STI self-testing for youth ages 14 and older. District 2 Council Member Sarah Rumbaugh introduced the resolution with co-sponsors At-Large Council Members Kristina Walker and Olgy Diaz.
“This effort is about making sure young people don’t have to navigate their health alone,” Rumbaugh said. “We know there is a real need for STI and HIV testing in this community, and access only matters if it feels safe.”

Oasis Youth Center will integrate testing into its existing drop-in and support services. Youth will receive oral HIV tests, rapid fingerstick HIV tests, and STI self-collection kits for chlamydia, gonorrhea, and syphilis in a safe environment. The center creates spaces where LGBTQ+ youth can access health resources without stigma.
Walker said the center fills a critical need. “Oasis Youth Center is doing such important work in our community for our young people, and I’m proud to support their efforts to provide HIV and STI self-testing,” she said. “We need to meet our youth where they are and ensure that they have access to lifesaving support.”
Diaz emphasized the importance of accurate health information. “Young people deserve clear, affirming information so they can make strong, healthy, and safe relationship choices,” she said. The funding addresses health disparities affecting LGBTQ+ youth, who often face barriers accessing traditional healthcare.
